    Why sandcastles are disappearing in Boracay

    Photo by Yvonne ChuaPhoto by Yvonne ChuaOn one cold and windy Tuesday morning, she made her last sandcastle.  It stood mighty proud till late evening.  A few tourists walked past it, not knowing its impending fate.

    Precy Sacapaño, a fifty-year-old mother of six used to make a living out of building sandcastles.  She is one of the 31 men and women who build miniature replicas of castles along the beaches of Boracay in the municipality of Malay, Aklan—much to the delight of passersby and tourists.  Even children helped build the sandcastles.

    "I started playing with the white sand until I learned to make castles out of it," Precy recalled.  I began doing it in 2005.  I was happy doing it at first until tourists were regaled by my sandcastle.  I did not ask them to pay me.  They just threw coins."

    She and her companions were allowed to make their sandcastles freely without restrictions until January 15, 2008 when the local government started strictly implementing Municipal Ordinance No. 246.

    The ordinance was enacted in 2007, regulating sandcastle-making on the beaches around the famous island resort.  One reason for the passage of the ordinance was that huge quantities of sand are needed to make big sandcastles that are used as photography backdrops for a fee.  The once unregulated commercial activity affected the natural terrain of the beach.

    Sand sculptures have since then been strictly prohibited, except for promotional or special events with a mayor's permit. Aside from securing a permit, sandcastles could now only be built six meters "from the edge of the vegetation" and they should not hamper pedestrian flow along the beach.

    "It is very expensive (to get a mayor's permit), but it's just us residents here (who are required to do so)," Precy said.  "Visitors can make sandcastles as they please without having to worry about being penalized."

    The ordinance provides that a resident who violates any provision of the sandcastle-making ordinance shall be fined P2,500.  On the second and subsequent offenses, an additional penalty of 30 days imprisonment shall be imposed depending on the discretion of the court.

    "It is also mandatory now for the proponents to restore the original terrain of the beach by levelling the sand and cleaning the area after the activity," according to Glenn Sacapaño, chief operating officer of Action Center, the extension or satellite office of the Municipal Mayor in Boracay.

    From a daily staple at the beachfront, sandcastles eventually became a weekly sight.  Nowadays, they are only to be seen on special occasions.

    Vicky Gonzales, a native of Aklan and a regular visitor of Boracay said she misses the beautiful sand creations.  Her family always looked forward to seeing sandcastles and posing beside them for their souvenir photos.

    "I wonder where have all the talented sandcastle-makers gone?" she asked. "How do they earn their keep now?"

    Precy recounted the days when she used to earn a whopping P2,500 daily from tourists who asked her and three other companions to make a smaller-than-life prototype of a sandcastle of their choice.

    After a whole day spent soaking under the heat of the sun and a night of windy cool breeze, the four of them equally would divide the earnings for their family's daily subsistence.

    She would then walk less than two kilometers to her home, which is just at the back of the staggering resorts and hotels in Zone 5, Barangay Balabag. Most of the residents there now earn a living from selling knick-knacks, and working in construction sites and resorts.

    Today, Precy and 30 other Zone 5 residents now have to pay P100 daily to the municipal government for every square meter of space they use in building sandcastles.  On top of that, they have to pay P600 for a special permit to make one sandcastle for a company or for a special occasion.

    "Unlike before, I only do it occasionally now," she said.  "Getting a mayor's permit is a big deal for me.  Of course, I will have to make sure ahead of time that somebody will hire me to make a sandcastle."

    Precy is among Boracay residents who have to grapple with the challenge of preserving the environment, embracing modernity and, having to survive in between.

      Building and watching sandcastles on the beach are cool, I must agree. But before you jump to conclusions, here are some of the reasons why this activity is regulated.
      First, these sandcatles are often illuminated by self made torch light which commonly called by Boracaynons as “@#$%” or “Kinki”. These illuminators give out black smoke when they are lighted. Often, sandcastle makers/builders put these things under the sand normally through a hole. In effect, it colors the sand black. This is one reason of the degrading quality of sand of the island. I am not saying that it is the only reason, you can blame human traffic, dirt on slippers are great contributor to discolouring issue of sand. If you have noticed, during the last decade, the sand is whiter than of the present.
      Second, though not all sand castle makers are using an ingredient to help the sand together. It is called “Apog” here in the island. This ingredient is mixed with the sand and water and poof! You have a sand castle standing tall and mighty amidst of the heat of the sun and the blow of the wind. I’m not an expert but anything mixed up with something, the result is never the same as that of the original. We never know what would be the effect of this ingredient to our skin and the likes.
      Third, again I don’t stigmatize, some sand castle makers are still asking for donations in the dark. I am from here and I witnessed this myself. And this is turn off tourists.
      I’m not defending anyone here. Honestly, I don’t agree with the collection of fee thing but everybody is trying to do their part here. Though most often than not, it is not the smartest, most perfect resolution of all but at least, somebody is controlling the damage. At the end of the day, to each his own. That’s why tourist should also do their part when visiting the island. Respect our laws, don’t take home the sand, don’t throw your garbage anywhere and WALK! It helps you. ^^ Let’s turn off our lights this 8:30PM, local time. hehe

        People here needs to understand that not all situations can be resolve with a win-win resolution. If you really care, try to think of other underlying reasons why people make rules. Why these people chose to sacrifice "those people". I mean, there's more to it that meets the eye. Try to see the other side of the coin, then make your own judgement. Opinions are your rights, but come to think of it, are your comments and opinions help the situation? Tsk.

      I agree almost all the comments here except those coming from "sixfeet", "Ryan" & "Ken" who are trying to justify their stupid ordinance.
      How can the sandcastles affect the natural terrain of the beach? These are built on the beach using sand that is from the beach. It is not a permanent structure as when the sea or winds levels the sand castles, the sand would still be there on and still be a part of the beach. It's not like the locals are hauling sand from Boracay..
      I guess their local government would rather see these people stealing from tourist or become sex trade workers instead of giving them an alternative source of livelihood.. Greedy local officials... garapalan pangungurakot yan!

        Xet.. sa tingin mo ba dahil sa sand castles ay mawawalang ng trabaho mga taga Boracay? Pinagbawal yan dahil sa dumadaming mga hindi taga boracay ang pumupunta sa isla dahil lang sa paggawa ng sand castle. iyong mga hindi nakakaintindi sa ordinansa na yan ay yong mga tao na hindi nakatira sa boracay. maliit lang ang isla ng boracay. dahil sa daming pwede mapagkitaan kahit ibang mga taga bayan ay pumupunta sa boracay para dun manirahan dahil sa sand castle palang mabubuhay na sila. sana intindihan mo ang kalagayan ng isla na habang dumadami ang mga informal sa isla na hindi naman malaynon ay dadami ang problema. isipin mo nga, paano nlng kung 7 kilometer long e puro sand castle nlng makikita mo pagdating ng ilang araw. ang ang mga gumagawa nun e mga taga ibang lugar. tingin mo kaming mga local hindi maapektuhan? boracay nlng ang nagiisang kinukunan namin ng pagkain. pupunta pa ang ibang mga tao tao dito at makikihati. hindi ko sinasabi na sakim kami. isipin mo nlng na kung pano pagnawala na ang boracay?

        Xet kung magsalita ka akala mo may alam ka? pumunta ka sa boracay magtanong ka at alamin mo kung ang mga residente ba ng boracay nagrereklamo sa ordinance na yan? sabihin ko na sayo HINDI. dahil tama lang pinagpeperahan na yan pag gawa ng sandcastles...kung tunay kang taga boracay hindi ka magsasalita ng ganyan palibhasa wala kayo iba gawin kundi mag comment ng mag comment na greedy ang officials...alamin mo mag research ka bago ka magsalita OK!

      yes..this is actually true. I am from Boracay too and i am so blessed to have a scholarship to study in Manila. Yong mga aetas who are supposedly the real owners of the island are beggars in their own land because of their innocence. They are uneducated and was taken advantage by those corrupt people that are lucky to have better opportunity than them. My heart is crying with how Boracay has become. Because of its corrupt officials from local to national government, Boracay is not leading to the right direction. Boracay is suppose to give jobs to its residents in Aklan but unfortunately even that opportunity was stolen to AKlanons. What are they waiting to happen? Spread the usual crime of Manila to the island? Grabe si ------...isang pirma lang ng building permit 2 million ang down kahit na may TRO na noon pa. Kya nagsulputan nalang parang kabuti mga establishments dun and yet its own residents are still struggling to earn a decent living. @#$%...Please have Mercy sa mga locals.

        yes, that's the irony of Boracay. Now ko lang napansin nag comment ka pala. hehe.. Have you heard na meron na ring TRO na inissue yong Supreme Court para dun sa reclamation ng Catiklan at ibang part ng Bora for a 1B project? Buti nalang may TRO. otherwise ang Bora Mabubura.

      Sa mayor ng bora, try applying the "beach principle" dyan sa pinatutupad ninyo: ang dagat ba pag inihian m0 mas aalat? Same thing goes sa buhangin. When the time comes na gumagamit na ng backhoe or bulldozer yung mga gumagawa ng sandcastle, or something to the effect na nagka quarry na sila, tsaka nyo ipatupad yan. Until then your "changing terrain" excuse is just plain @#$%.

      would have appreciated it if the ordinance contain only the guidelines that will set the regulations in building sandcastles. We cannot protect environment just by enforcing the payment of P100 daily to the municipal government for every square meter of space they use and another 600 for special permit. We can enforce regulations by imposing fines if they do not follow the guidelines set under the ordinance. Pity those who earn their leaving honestly, spare them from another burden!

      kurakot talaga ang mga gov opisyal dyan..paano mawawala ang sand pag gumawa ng sand castle e andyan lng naman yan,pagnasira na ang sand castle balik nanaman sa dati.. paano nakasasagabal sa daan yan e gustong gusto ngang tingnan ng mag turista at local visitors dyan..hay nako...nang pumunta kami ng boracay na amazed ako sa mga gumagawa ng sand castle lalo na minsan ang mga bata,hw talented they are..dont you know na minsan pinapa contest yan, its an art,hindi dapat perahan yan..dapat gumawa kayo ng program para ma develop pa ang mga talent nila in making sand castle cos not everybody know how to do it..gov ng aklan dapat maging proud kayo sa mga sand castle maker...e kayo ano?money maker?

      We used to go to Boracay a lot since we had some business there way back. We also used to love to walk along the beach at night because of the many wonderful sand castles created from scratch by the talented locals. I feel so sorry for them that the little amount they earn from the tourists, which is not begged, rather given freely to them has somehow been taken away. I think this is cruel.

      me and my family are scheduled to visit boracay on april 15 and we are expecting this sand castle which is already consider as one of the attraction in the beach, so how could i say our vacation is complete without taking picture in this beautiful and consider as one of the landmark of boracay!

      So easy for people who have extra money to say P100 lang naman... Kunsabagay pang load lang yun for 1 day siguro. But for people who have to struggle for their daily subsistence, P100 may mean meals for the whole family for 1 or even 2 days. A little empathy and sensitivity please... They didn't have the privileged lives of the rich and were not able to study in good schools to be employable. They have to make use of whatever skills they have to make a living. Chance na sana nila kumita, inalis pa. Nobody has a monopoly on nature.

      Lahat nlng pinagkakakitaan ng gobyerno.ultimong kakainin mo nlng na ikaw ang nagbyad ay may TAX pa. samantalang binili mo nman na ng sarili mong pera na pinagpaguran mo. Secondly lahat ng ahensya ng gobyerno wala kang makitang magnda. Lahat dusa muna aabutin mo bago ka makakuha ng kung ano anong papel na kailangan mo para sa ikabubuhay mo.Kgaya ng NBI, NSO, Passport, SSS, Philhealth.OWWA etc..etc...lahat ng mga ito pagagapangin ka muna sa mga requirements nila bago mo makuha ang mga kailangan mo..diko maintindihan tlga kasi tau mismo na resident dito sa pinas ay mahirap makuha ang para sa atin tlga. Nagbbayad nmn tau ng mga TAX at FEEs eh bakit hindi tau bi----an ng mgandang serbisyo at attention.Tama lang ang ginawa ng Libyan Citizens na magaklas kasi hindi na nila matake ang ganung kalakaran. Dpat din bang man----ari sa Pilipinas ito? wake mga kababayan at mga naturingang Leaders ng Bansang Pilipinas..mismong citizens ng pinas inaapi.kelan tau magigicing sa katotohan para umasenso tau. Isang halimbawa nga ng mga sandcastle makers sa Boracay..malinis at marangal na trabaho ang kanilang ginagawa..kesa magnakaw at mangumit ng mga pondo sa kaban ng gobyerno..eh bakit pinagbbawalan pa at kelangan pa ng permit?eh sariling kayod na nga nila.tapos gusto pa nila hatian pa sa kinikita nilang kapirangot...wow...Juan Dela Cruz lumipat ka nlng sa ibang Isla at libre dun..need ka ng mga marming tourist at artist..hindi lang ang boracay ang Isla sa pinas..isa pa bka madiscover pa kau ng mga foreigner at makita ang galing nyo sa paggawa ng mga scupture mula sa sand.Thirdly wala nang disiplina tlga ang pinoy kagaya ng mga driver sa manila..halos ung PEDESTRIAN CROSSING ay okupado na nila sa kalsada.wala ng madaanan ang mga taong tumtawid. ano ginagawa ng mga pulis trapiko?nagtetext lang sa knilang mga CP..wow...pati mga trycle wla ng ginawa kundi ginawang 4 way na ang mga 2 way na kalsada. kelang mo nang lumingon ngaun sa likod harap kaliwa at kanan pra dika masagasaan...wow..ang super gulo na ng bansang pilipinas...MABUHAY taung lahat.salamat po..

      nakakahiya Talaga mga opisyal jan sa Boracay, friend ko nag vacation jan last january, galit na galit dahil kinikilo na pala mga tao sa Kalibo at 10 kilo lang ang pwedeng dalhin nilang gamit. ang pag dating sa Caticlan panibagong bayad na naman sa mga tourist, nakakahiya kasi tuwing balik namin doon iba iba ang presyo ng bayad.

      bakit karamihang mga filipino niluluko mga tourist?? dapat nga maging welcome sila at honest sa mga price, sa atin kasi jan pag filipino ka iba ang price pag foriegner ka iba din ang price mas mahal triple bayad, @#$% ka bad trip

      sa ibang beach na hindi pa develop jan walang pakialam ang mga goverment sa mga taong naghahanap buhay ng kahit papaano, Boracay kasi famous na kaya lahat ng corrupt nan jan lahat.

      mag bago na sana ang pamamalakad sa pinas. at maging pantay pantay na ang lahat

      pangit pakinggan sa mga tourist ang repotasyon ng mga filipino, sinira ng mga nasa goverment natin ang reputasyon nating lahat.

      This is just to show crystal clear that even the local government is corrupt they do everything even how small to earn money for the government how sad these simple people are they are taxed heavily by using their talents, hope the government is very proud of what they have done.

Bakit kinakain ba nila yung sand?! Itatayo yung sand, gagawing castle pagkatapos tatangayin na ng hangin at tubig.. common sense lang.. pati yun gusto pagkakitaan. Anlaki na nga ng nakukuhang taxes sa establishments sa Boracay di pa makuntento..

      How can that affect the "natural terrain" of the beach? The sand castles are built on the beach using sand that is from the beach. It is not a permanent structure as when the sea or winds levels the sand castles, the sand would still be there on and still be a part of the beach.

      That's pretty mind-bogling to say the least.

      Gosh, you are not building a bunker there like in the Spratly Islands.

      PH politicians should worry more about unmitigated mining being done over there. THAT is the one the damages the environment and ultimately and directly affects the Filipinos.
