QUEZON CITY, METRO MANILA — A bill filed in Congress aims to fund anti-pollution programs with the fees collected from the sale of plastic bags.
House Bill 4462, authored by Puwersa ng Bayaning Atleta (PBA-partylist) Representative Mark Aeron Sambar, mandates that fees shall be remitted to the government through the Department of Environment and Natural Resources (DENR) and deposited to the “Plastic Bag Pollution Fund.”
The bill, also known as the "Plastic Bag Use Disincentive Act of 2011", will require big stores, food chains and similar establishments to charge their customers not less than P5 per plastic bag, regardless of size when buying items or products.
According to the proposed bill, the fee shall not be subject to sales tax as it is separately identified in the receipt as "Plastic Bag Pollution Clean up Charge”. The fund collected shall also be exclusively used for the prevention and reducing the environmental impact of plastic bags.
According to Sambar, the fund may also be used for developing in-store educational materials for distribution to customers encouraging the use of reusable bags as well as development and implementation of an educational campaign encouraging the use of reusable bags.
If passed into law, the DENR is mandated to implement programs that will encourage pollution prevention, environmental protection and outreach programs in line with pollution control, using the Plastic Bag Pollution Fund.
