MANILA, Philippines - The vice chairman of the House Committee on National Defense and Security is seeking an investigation to determine the capability and readiness of the Philippine National Police (PNP) in handling terrorist threats as well as other criminal acts.
Cebu Rep. Gabriel Luis Quisumbing pressed on the need to implement reforms in the PNP to effectively respond to wide-ranging security threats. "Past incidents of bombings and attacks have an adverse impact on the national economy and the stability of our institutions. We need to institute appropriate measures to help bring back the people's confidence in our law enforcement agencies," Quisumbing said in filing House Resolution 2101.
He asked the Committee on Public Order and Safety to summon PNP officials and other representatives of other security agencies that deal with terrorist threats to attend his proposed hearing. "The maintenance of peace and order, the protection of life, liberty, and property, and promotion of the general welfare are essential for the enjoyment by all the people of the blessings of democracy," he stressed.
Citing the vintage bomb explosion last Jan. 25, 2012 that killed four people and injured eight others, he stressed the need for the PNP and other concerned agencies of government to review its bomb threat procedures and protocols to effectively deal and prevent critical incidents.
