In a statement issued on Friday, the Metropolitan Manila Development Authority (MMDA) said private vehicles with license plates ending in "1" and "2" are barred from Metro Manila's major thoroughfares from 7 a.m. to 7 p.m. on February 25.

The MMDA issued the statement following Malacañang's announcement that President Aquino had declared February 25 as a special holiday only for schools through Proclamation 459.
The number coding scheme is a vehicle volume reduction program being implemented to decongest major thoroughfares in the country's main metropolis, particularly on EDSA or Epifanio delos Santos Avenue.
