CAMP DANGWA, La Trinidad, Benguet - The Police Regional Office (PRO) in the Cordillera Administrative Region (CAR) ordered the dismissal and suspension of 48 police personnel region-wide this year as part of the Philippine National Police (PNP) leadership's campaign to rid its ranks of scalawags, a top PNP official revealed here Monday.
The implementation of disciplinary measures to erring police personnel is in line with the Oplan Patnubay of the PNP.
Chief Superintendent Samuel B. Diciano, PRO-CAR deputy regional director for administration, said that out of the 48 police personnel which were meted punishments, 20 were dismissed, including two police commissioned officers (PCO), 17 police non-commissioned officers (PNCO); and a non-uniformed personnel.
Diciano added that those who were suspended were two police commissioned officers and 26 police non-commissioned officers for a total of twenty eight police personnel.
"This is part of our program to further professionalize and discipline our ranks being a public servant and protector of the people," said Diciano, a known disiplinarian.
BACOLOR, Pampanga - Government officials and the Catholic Church here have joined hands in opposing the operations of a casino in a hotel and leisure park in this town.
A number of local officials, led by Governor Eddie Panlilio, are against the operations of the VIP Poker Club and Leisure World casino at the King's Royale Hotel and Leisure Park here, citing "immorality issues."
"We vehemently denounce the operations of the casino even before it opened in October 17 (2009)," Panlilio said.
Panlilio said that the province needs more factories and buildings that would offer jobs to the people of Pampanga.
The Archdiocese of San Fernando and the Archdiocesan Council (ACL) of the Laity here also opposed the casino operations.
The ACL said that the casino would have great impact on the culture of the people as this may attract them to gambling.
The gaming facility is being operated by a Japanese and foreign-backed consortium Blue Chip Gaming and Leisure Corporation, and the Philippine Amusement and Gaming Corporation (Pagcor).
The operation of VIP Casino came after the Sangguniang Bayan (SB) here unanimously passed Resolution 71 S-2008 on June 24, 2008 that "interposes no objection to the establishment and operation of a VIP Club by the Philippine Amusement and Gaming Corporation (Pagcor) at the King's Royal Hotel."
As this developed, Bacolor Mayor Romeo Dungca said that he would meet with the Catholic Church and other individuals opposing the construction of the casino.
"I want to clarify some issues about the VIP Poker Club and I want to discuss with them anything they wanted to be explained," Dungca said.
Dungca said that the casino is of big help to the economy of his town as five percent of its total earnings would go to the municipal coffers.

CEBU CITY - To avert the looming power crisis expected to hit Cebu in the next few months, power producers and the Cebu provincial government are eyeing 15 megawatts of excess energy from a Panay-based power firm for a possible power swap.
The proposed power swap would enable Iloilo-based Panay Power Corporation (PPC) to swap the same volume from the Cebu-Negros-Panay (CNP) grid and channel it for distribution by NAPOCOR to Cebu.
PPC could directly sell its excess power to the Balamban Economic Zone (BEZ) and Carmen Copper Corp. (CCC) without entering into an agreement, said its sister company, Global Business Power Corp. (GBPC).
These details of the power swap were explained during a power point presentation on Cebu's energy situation attended by Capitol officials and energy sector stakeholders at the Cebu Provincial Capitol.
Jesus Alcordo, GBPC president, said the power swap can provide short term relief to Cebu's power deficit.
Ed Santina, GBCP Assistant Vice President, said the PPC's excess power would be transmitted to Cebu through submarine cables.
CEBU CITY - The Cebu City Council Monday asked the Department of Trade and Industry (DTI) and the Bureau of Fire Protection (BFP) to launch a massive campaign against stores and retailers selling substandard Christmas lights.
During the Council's regular session Monday, Councilor Arsenio Pacaña raised the issue of substandard Christmas lights being sold in stores and by sidewalk vendors around the city.
These substandard Christmas lights, he said have been linked to fire incidents in the past.
In his resolution, Pacaña urged the DTI and the BFP to monitor stores selling Christmas decorations to ensure that these substandard Christmas lights will not get into the hands of the public.
Pacaña suggested that consumers should only buy products with tags from the DTI's Bureau of Product Standards which adopt tamper-proof Import Commodity Clearance (ICC) stickers.
DTI uses the tamper-proof ICC sticker printed in special genuine holographic security film which aims to curb, if not totally eliminate the proliferation of products in the market uncertified by the Bureau of Product Standards.
DTI 7 Director Asteria Caberte earlier reiterated a warning against substandard Christmas lights, especially lights that have not passed quality standards and those that have tiny wires.
"We must warn the public from buying cheap Christmas lights because it only means that the quality of the product is not good," said Caberte.
DTI said Christmas lights are regulated products.
