    PHL for first time to try to close illegal mines

    The Philippines for the first time plans to close down dozens of illegal small-scale gold and copper mines, often the cause of deadly accidents, an official said on Friday, but it remains to be seen how strictly the new regulations will be enforced.

    The new policy will be spelt out in an "executive order" by President Benigno Aquino III, said Leo Jasareno, director of the state agency, Mines and Geosciences Bureau.

    Aquino, who has vowed to crack down on perennial corruption which blights the country, will sign the order after consulting with the mining industry. A National Anti-Illegal Mining Task Force will be created and given police powers to oversee small mines.

    "There are between 200 and 300 small-scale mining operations in the country, and about 80 percent of them are considered illegal," Jasareno said at a media forum.

    Most mining accidents in the Southeast Asian country, which has mineral reserves estimated at $1 trillion, have been caused by rampant and unregulated small-scale mining.

    There has been no attempt so far to close the mines because they enjoy the support of local governments. Jasareno did not say how the executive order would be enforced at the local level.

    The new policy "will lay out measures and directives that will address all issues the industry is facing, including the conflict between national and local laws", he said.

    The Chamber of Mines of the Philippines which represents large-scale miners on Tuesday criticized a government plan to impose new taxes on mining and review incentives provided under their contracts.

    It said the government's inconsistent mining policy would scare off investors.

    Jasareno declined to comment on the issue. But Finance Secretary Cesar Purisima told reporters on Wednesday the government wants a bigger share of mining revenue and the removal of incentives for mining investors.

    "The order will provide clarity to our rules and that will help improve the business environment," Jasareno said, adding the order would pave the way for the lifting of a one-year-old moratorium on the issuance of new mining permits.

    He said the new mining policy should also help resolve the issue involving the $5.9-billion Tampakan project in South Cotabato, believed to be Southeast Asia's biggest undeveloped copper-gold reserves.

    The project led by global miner Xstrata Plc is under threat from a local ban on open-pit mining and the government's refusal to grant it an environment clearance needed for mine construction.

      cgurado na ang Putang Inang Tampakan mine na iyan..kahit pa pasbugin nila ang bulkan jan at lasunin ang nag iisang pinagkukunan ng tubig na maiinom ng mga tao ng Socsargen ay OK lang kay PNOY..Kc malaking share ng Cojuangcos jan..

      The people of South Cotabato will fight this to the end.. We have our interest to protect.. our health.. our families..It is a lie to tell people you will practice corporate social responsibility... no amount of palliative measure can prevent poison from your mine tailings... Fact is it is part of the copper you will mine... when the rain comes... it will wash the poison down the streams and into the water systems... into the seas where the fishes we have for breakfast are. Extractive industries like your copper mine can not be rehabilitated.. it does not grow like trees... what you will leave is destruction of the forests and the land. Specifically a big gaping hole will be left.. that is too big to fill. And the natives what do you promise them.. executive positions???? no way you will use them for manual labor.

      SMI better go home.. your will find opposition always.. we will not allow you to ruin the mountains and poison our rivers so your investors can get a healthy ROI..

      Lets give SMI the chance to show that there is responsible mining. Tampakan copper gold mining project under FTAA with XTRATA, Australia a well respected mining company publicly listed and operating global has a highest reputation. We hope responsible mining to happen in the Philippines, as we need the country to grow, beyond abject poverty. If the government is now taking a full repsonsibility of looking into regulating our laws to align with the requirements of responsibile mining, then lets give both the government and the investors the chance to prove their sincerity in taking a step towards economic growth. all Filipinos must this time think objectively, beyond all ideologies and doctrines. We need investors, but we need to regulate...I salute the Philippine leadership and I trust we can still build a prosperous country without jeopardizing the future...VIGILANCE in proper perspective.

        OMG! Alam mo ba ang sinasabi mo? Taga jan ka ba? Dahil kung ikaw ay taga jan e magbalot balot ka na.. ma pupuno ng mercury ang sarangani bay..ang tailings aanurin ng ulang pupunta sa mga batis at ang destinasyon ang mga dagat.. (science class sa high school) mawawala ang bukid at magiging malaking butas pagkatapos.. nakakakita ka na ba ng open pit copper mine na naubos na?? tingnan mo sa internet nang matauhan ka.. dahil ang mga taong yan iiwan na nila ang lugar pag naubos na ang gusto nilang makuha. Hindi na kayang takpan ang butas sa laki at hindi maibabalik sa dati.. Isla lang tayo..konti ang lupa.. di na mapapakinabangan ang lugal na pagkukunan ng copper. Sa ngayon di mo pa makikita dahil hindi pa nag uumpisa. Pag naumpisahan ang buong ekolohiya sisirain para makuha ang copper.... Pag aralan mo ang sinasabi mo.. ang pera mahahanap yan sa ibang paraan..
