    Restructuring sin taxes ‘unrealistic’ – liquor group

    The Distilled Spirits Association of the Philippines, Inc. (DSAP) is opposing a bill filed in the Lower House, that will restructure the four-tiered increase in the excise taxes on tobacco and liquor products or ‘sin taxes’ into a single increase.

    The group tagged the bill as “unrealistic.”

    “[The] DoF’s (Department of Finance) plan to collect more than P62 billion revenues through Rep. (Emilio) Abaya’s bill is unrealistic as it will give relief to imported brands while taxing out of the market local products from which the agency intends to mainly collect,” DSAP president Olivia Limpe-Aw said in a statement.

    Cavite Representative Abaya last month filed House Bill No. 5727, seeking to restructure the excise taxes on alcohol and tobacco products. The bill was referred to the House ways and means committee, which conducted its first hearing on HB 5727 Wednesday.

    The Finance Department supports the Abaya bill, noting that government could collect an additional P62 billion in taxes equivalent to 1.3 percent of the gross domestic product.

    “By the third year, the measure will slap local distilled spirits with an excise tax of P150 per proof liter or more than 10 times the current P14.68. On the other hand, imported premium brands will be gifted with a tax break and only need to pay P42.00 per proof liter or more than 15 times less than the current P634.90,” Limpe-Aw noted.

    GMA News Online tried to get in touch with Abaya, but he was at the Senate impeachment trial of Supreme Court Chief Justice Renato C. Corona as of this posting.

    “DSAP is ready to help government raise revenues but it should not be in a manner that would force their members to close shop,” according to the DSAP president.

    On Tuesday, Philip Morris Fortune Tobacco Corp. also opposed the Abaya bill, citing that an increase in sin taxes may result in higher incidence of “illicit trading.” — Rouchelle Dingalasan/VS, GMA News

      The government should tax BOTH the local and imported liquor HEAVILY. The problem is: the DoF officials prefer imported brands like Black label and Jack Daniels.
      These sin products are billion peso industries yet the Filipino taxpayers end up shouldering the public hospital expenses of drinking-related kidney and liver diseases brought on by the excessive drinking of many Filipinos.

      I DO NOT CARE AS LONG AS THEY DO NOT INCLUDE THE NON-SMOKERS AND TEETOTALERS AT THEIR JOURNEY TO HELL.
      remember, ONE'S RIGHT ENDS WHEN ANOTHER'S RIGHT BEGINS.
      your right to smoke ends when you transgress the right of a non-smoker with your secondhand smoke and your right to drink alcohol ends when you cause trouble to others!!!

      Tax cigarettes harshly. They are a useless and unhealthy addiction. If crime rises because people are stealing expensive cigarettes, then stores should stop selling them. They don't get you high, they are highly addictive, and they make you die!

      I do not understand why foreign liquor will be given a tax break but local liquor will be taxed more than 10 times more than it is now.

      I agree with the imposition of higher sin taxes but it should likewise be applied to all imported brands otherwise local manufacturer will be constrained relocate to nearby countries and will depreive our countrymen with much needed job.

      '''''ta ''''na, dadating ang araw na ang mga tambay ay chivas, black label at mga katulad ang iinumin... magiging mas mahal pa ng ginebra san miguel, tanduay, matador at emperador sa mga alak na gawa sa ibang bansa... anong klase yan!!!

      wag ng mag baba ng buwis sa mga imported, bagkus itaas pa dapat ang buwis nito at itaas din ang buwis ng mga lokal na alak para hindi maabot bilin ng mga kabataan at mga tambay sa lansangan, ganoon din sa hithit buga taasan ng buwis.... ang isang paketeng sigarilyo sa gitnang silangan ay doble ang presyo sa pilipinas, tax free pa ang mga bansang ito... sa singapore katumbas sa 300 piso ang isang kahang sigarilyo!

      kung mamatay ang industriya ng sigarilyo at alak sa pinas dahil sa taas ng presyo ng mga pang bisyong produktong ito ay maige para ang mga namumuhunan dito sa ganitong nakakasira sa katawan na negosyo ay maibaling sa ibang negosyo at sana yon ng makakatulong ng tutuo sa mga pilipino.

      the local company for this products are going to close and they prefer to transfer to china. and our work force have no more work. so a lot of people working in this company have to find another job... a lot of company transfer in china because of excess tax and labor. someday no more company/factory are going to stay here. so we are still the loser..

      Don't they ever see the real picture? We have more than enough tax measures in place already..the only problem is the collection efficiency..80-98% of taxable employed people pay their taxes correctly..can we say the same of their employers and other self-employed professionals? 30-60% of these people might not be paying the correct taxes or worse, might not be paying at all...

      so the Liqueur groups bribes the judges to keep taxes down,as a group they have power ,BUT know the people have more power,just impeach the SC judges and most other judges too
