    SC: Stop disclosing CJ’s foreign accounts

    The impeachment court could not compel a bank to show Chief Justice Renato Corona’s foreign accounts and be used as evidence, the Supreme Court ruled Thursday.

    Voting 8-5, the SC En Banc granted Philippine Savings Bank's (PS Bank) petition for a temporary restraining order against the Senate subpoena for Corona’s dollar accounts, SC Spokesperson Midas Marquez said in a press conference.

    “The justices took into account the law on foreign accounts,” Marquez said.

    PS Bank President Pascual Garcia earlier invoked the Foreign Currency Act when he refused to produce Corona’s five different dollar accounts. Garcia had said he needed Corona's consent to avoid criminal liability.

    The Senate has complied with the TRO, prompting Senate President Juan Ponce Enrile to suggest that the prosecution and defense move on to other issues.

    Marquez said Corona left the room when the other Supreme Court justices deliberated the merits of issuing the TRO. Senior Associate Justice Antonio Carpio presided.

    Those who voted against the TRO were Carpio, together with Associate Justices Mariano Del Castillo, Diosdado Peralta, Ma. Lourdes Sereno and Estela Perlas Bernabe, Marquez said.

    But Associate Justices Teresita Leonardo De Castro, Arturo Brion, Roberto Abad, Jose Perez, Lucas Bersamin, Martin Villarama, Bienvenido Reyes and Jose Mendoza all agreed to issue the TRO.

    Associate Justice Presbitero Velasco did not participate in the deliberations.

    No decision yet on Corona petition

    Marquez disclosed that the Supreme Court has yet to decide on Corona’s petition for a TRO against the impeachment.

    Instead, the High Court asked Senate and the defense to react to Corona’s request to declare the trial null and void from the beginning. Both parties have been given 10 days to submit their comment.

    Senate Majority Floor Leader Vicente Sotto III said that the senator-judges will discuss all issues concerning the TRO on Monday.

    Meanwhile, the prosecution said they will consider filing an impeachment case against the eight justices who voted in favor of the TRO for meddling with the proceedings of Corona’s trial.

These provision ensure that leaders will serve the people only as long as they respect the law and their offices. We the citizen of this country will know if "Public office is a public trust" is true in the Constitution.

        Matagal na kami nagrereklamo yun nga lang binabalewala ng mga opisyal ng gobyerno lalo na nung panahon ng panunungkulan ni Gloria Macapagal Arroyo. Ikaw nagreklamo ka ba? Sa tingin ko hindi dahil mukhang wala kang pakialam sa nangyayari sa Pilipinas.

      Am getting pissed off with the way things are in this country. Am sad that these things are happening. I am a regular employee in the government who is trying so much to work for the good of our people, even going an extra mile, even beyond the call of duty just to help our countrymen. i love this country and i cannot imagine myself migrating in other countries. it bleeds my heart to see the top leaders are ravaging our country and us, the people of the resources which are supposed to be for us especially for our poor countrymen who needs help the most. reading this news is depressing. when leaders start to be selfish, the people will be shortchanged. i hope the government workers who can read my comment will not get tired of serving the public, no matter how small the salary, no matter how our leaders behaved. let us join hands and work for what is good for this country and for the people. God sees us all, may He will protect us everyday. Let us just be honest and carry on with our work. i think we are the only breed of filipinos whom our countrymen can rely on.

        Democracy would only work if everyone of us would safe guard it. Political processes are just realities that test how "check and balance" in the government works. Certainly, we are all pissed off but again in the future , the next generation would then benefit from this. We cannot just turn a blind eye or say "i don't care" when clearly there are those in power who abuse their positions, rob us of our money.

      Dollar accounts deposited by aliens should be within the prohibition, But dollar accounts by Filipinos thru an impeachment court should be opened. So only few persons are within the realm of the law.

        To be specific, all government officials regardless of their position should not be covered by these laws concerning in opening of their accounts. That is transparency.

        I think the congress should amend the law on dollar account not only applicable on impeachment and blue ribbon committee but other courts as well, they should require all gov't officials and employees to give permission to look into any peso or dollar account. And also their families up to 3rd degree.

Where in the hell is TRANPARENCY now if this THIEF CORONA is allowed not to disclose the Foreign Currency Accounts he has now. Filipino people I call upon you to wake up & make your country more livable by getting rid & persecute all corrupt, erring, incompetent public officials so you will take the path of righteousness. Moises once said & I quote " let my people go so they will be out of bondage". The ordinary Filipino men, women & children are also now in bondage due to poverty, lack of opportunities (meaning OFWs are leaving this country just to be able to have a decent living) & as your President says, poverty can be eliminated if there is no corruption. He is absolutely right! There is still hope & perhaps a great salvation, if these corrupt public officials' embedded corrupt, selfish genes can be removed or altered either surgically or other possible means then only then the path of righteousness can be achieved.

      As i know in the very beginning of my studies in elementary to college, that Supreme Court Justice is the Highest magistrate. CLEAR that there is WORD "JUSTICE". But the problem is, how could we claim justice when in if the CHIEF JUSTICE itself is deceiving the state. Let's set aside first the issues of other government officials we will just get back to them if the issue of CJ is done. CJ should refrain from blocking the impeachment proceedings, he should also give consent to PSBank to allow them to disclose his accounts if his not guilty. He should help and cooperate to the proceedings to clear his name instead of taking actions against the proceedings.

      Hindi ba nila pwedeng ikonsidera ng SC na special case ito? I mean, impeachment court ang nangangailangan ng ebidensya para makapagdesisyon sila kung may sala ang akusado, e kung hindi papayag ang SC, anong gagawin ng senator judges kapag magdedesisyon na sa article 3? titingin sa kisame?

      Baka naman hindi lang sa facebook friend ni Corona yung ibang justices kaya pinaboran nila yung TRO? O baka rin may itinatago silang dollar account?

      I do not understand why the empeachment court has ever allowed the supreme court to get into its way, in doing so, they have rendered the empeachment court inferior to the supreme court and there's no more stopping the SC from messing with the tribunal's independence. What a stupid thing these senator-jurors have done, they have betrayed the trust and confidence of our people.

      just as simple as its in lay man term... if you are honest person and nothing to hide why not allow them to see your dollar account but if you are hidden something and you don't want to be transparent then there is something to hide.. It's sad for our country to have this kind of person to head the Judicial Branch of the govt .. so how much more to lower court where corruption are rampant..I hope Chief Justice Corona will be impeach so it will be warming to all government officials not to do the same things.. and to all associate justice to vote for the TRO.. let them be try for impeachment too.

      In my opinion, this is very simple. There will be no argument, no violating of law, no filing of TRO, no delayed proceedings, no disbelief or mistrust against Corona if and only if he willingly let the impeachment court opens and examine all his bank accounts to show us that he is really sincere and honest in proving to us that he is innocent with the allegations accused to him.
