    Senators urge improvement of disaster plan

    Following the devastation typhoon “Sendong”  left in its wake, senators lamented the country’s unpreparedness for disasters and called for the improvement of the national disaster response plan.
     
    Senator Loren Legarda, chair of the Senate committee on climate change, urged the government to immediately implement the National Disaster Risk Reduction and Management Plan (NDRRMP).
     
    The NDRRMP, which outlines the specific strategies to reduce disaster risks, is part of the Disaster Risk Reduction and Management Law enacted back in 2010.
     
    “Without a national disaster prevention plan rolled out at full speed, cities and municipalities will be unprepared and repeatedly battered by unexpected disasters,” Legarda said.
     
    Wrong reports from Pagasa?

    Meanwhile, Senator Edgardo Angara pointed out that the national weather bureau may have incorrectly estimated the amount of rainfall from “Sendong” (international name “Washi”).
     
    Reports from a joint weather monitoring mission of U.S. and Japan saw rain falling at around 50 mm per hour while Pagasa estimated only 10-25 mm per hour of rainfall.
     
    "Clearly, we still need to improve our disaster management and risk reduction systems," Angara said. "Government must push for concerted effort not only in improving our forecasting technologies but also in seeking the help of other nations, whenever we lack the infrastructure and expertise."
     
    The worst floods in history

    The flashfloods that killed over 600 people in Mindanao over the weekend were reportedly the worst in the history of Cagayan de Oro City and Iligan City.
     
    "We have to take note that the high number of casualties caused by typhoon Sendong could be due to lack of awareness of the risk and proper action of residents in affected areas, as they have not experienced floods of such magnitude in the past,” Legarda said.
     
    She added that information dissemination is crucial in the disaster preparedness effort. “An educated populace would be prepared and know what to do in times of disaster.”

    'Learn from past experiences'


    The senators also noted that this is not the first time the country has faced such tragedy and that it is time for authorities and citizens alike to learn from past experiences in preparing for future calamities.
     
    “Demanding immediate government action to address its impact is the very least we can do in remembrance of the Mindanao flashflood victims who would have hopefully issued a wake-up call for everyone,” Lagarda said.
     
    Angara, on the other hand, emphasized, “This is not the first time tragedy befell us; it may also not be the last. But we must at least give our people a fighting chance to survive."

      I think we actually don't lack funding. We lack a solid implementation of every rules. We always say "This is a wake-up call" but still our experience on every calamities is getting worse and worse and then they will just say "We didn't expect that". The government should always consider that the climate is also getting worse and in result stronger and bigger natural calamities will come.

      What we need this time is TOTAL LOG BAN. Kahit anong kalseng response plan ang gawin ng mga Congressmen at Senators mauulit at mauulit ang tragedy na ito. Put more teeth to implement the existing laws that can damage the environment - total log ban, indiscriminate mining, denudation of remaining forest reserve, etc. Kung puro satsat lang ang ginagawa ng mga kinauukulan at wala sa gawa eh mabuti pa siguro huwag silang kumandidato sa susunod na halalan dahil hindi namin sila iboboto pa. Itaga ninyo sa bato yan. Gumising na kayo mga Senaton at Tongressmen. Sayang lang a pork barrel na tinatanggap ninyo.

      Climate change adverse effects like exceptional & erratic (no pattern) rainfall & very strong typhoons is now a reality in the Philippines. It can occur anytime. Thus, we should also be ready anytime. One aspect of readiness is to know the “experience” of previous calamities or disasters caused by massive flashfloods/excessive rains & rainfall duration. As the saying goes: ” learning thru experience or experience is the best teacher”. Thus, I suggest to the government to maintain a Website where all “experiences” are posted. We have the “Ormoc Killer Floods, the “Ondoy”, etc..now the Sendong.. It shall include studies/assessment: pre/before, during & post situation of the typhoon and/or affected areas which are scientifically evaluated. Such studies shall be posted where everyone can have an access. In such “studies” shall include the lessons to be learned like “ what should have been done & prioritized (or undone?) during the Pre/before period, during the actual occurrence of the typhoon/flashfloods and after or post period. The lessons should be area or location specific to share as many experiences that actually happened especially those unique ones which are attributed to the geophysical, location, profile of watersheds of the area affected, including total amount & duration of rainfall and recommendations/plan of action in rehabilitating the area and “Preparedness Plan” in the future. “Learning thru experience by knowing other’s experience- what, why & how it happened to them is better than none at all.. That is the main purpose of the “Website”. I think this is also in line with the program of the government of “Climate Change Adaptation” or adopting ourselves to the reality of Climate change w/c cannot be prevented or avoided. (But only its effect or damage to life can be avoided if there is early evacuation or strictly prohibiting "No residential Zone" to areas where the flood water flow, like former river path/channel.) It’s a part of our daily life. The only way we can do is to “master” its adverse effects to lessen/mitigate losses of lives and damage to properties.. and of course to put in order all government programs and policies that will rehabilitate destroyed/denuded watersheds, regulate agricultural farming in the mountains/uplands, dredging of silted rivers or “clearing” of illegal structures that impede natural flow of drainage of waterways including proper implementation of the Solid Waste (Basura) Mgt Act by LGUs including the immediate passage of “Land Use Act” and Sustainable Forest Management Act, among others. I ask Congress to give priority to these 2 “Climate Change Adaptation” Bills which are, unfortunately been pending for so long.

      She should help in the meantime. Donate a few percent of her huge allowances instead of riding on with the issue to gain some publicity. and after the victims are settled, we'll see if she pushes through.
