MAKATI CITY, METRO MANILA – Sorsogon Representative Deogracias Ramos has filed a proposal to create a National Film Archive that will preserve the country’s library of classic films.
House Bill 4407 seeks to establish the National Film Preservation Commission (NFPC), whose mandate will be to acquire, maintain, and preserve culturally important films from the Philippines.
This new film commission will be maintained by heads of several government agencies, including the Department of Education (DepEd), the Film Development Council of the Philippines (FDCP), and the National Commission on Culture and Arts (NCCA).
Other members of the commission will be directors and producers of film associations, theater owners and screenwriters.
Under the proposal, the NFPC will pay for and procure copies of recent Filipino films within six months of release. Meanwhile, films released five years before the establishment of the NFPC will be reviewed for possible archiving.
The review will be conducted through nominations and consultations with the public and film professionals. No particular format, whether digital or traditional film, was specifically noted to be used in the preservation process.
The creation of a National Film Archive has been in the works for several years now. The project was spearheaded by the Society of Filipino Archivists of Film (SOFIA), an independent group of film enthusiasts.
The group cites that there are at least 8,000 Filipino films made since 1919. The first one was claimed to be Dalagang Bukid (Farm Maiden), created by photographer Jose Nepomuceno. No copy of this film is found.
On the other hand, the 1937 film Zamboanga by Eduardo De Castro is considered the oldest Filipino film with a surviving copy. It stars Fernando Poe Sr. and Rosa del Rosario. A copy of this film was uploaded on YouTube.
