    US poised to withdraw 4,700 Marines from Japan: officials

    The United States is ready to move 4,700 Marines from the Japanese island of Okinawa to Guam even without progress on plans to relocate a US base in Japan, officials said Tuesday.

    The decision is expected to be announced by Tokyo and Washington within days following talks on Monday in Washington between senior representatives from each government, two US officials told AFP.

    In 2006, the United States and Japan agreed to the transfer of around 8,000 Marines from Okinawa to the American territory of Guam and the relocation of the Marine Corps Air Station Futenma on Okinawa.

    The transfer of the American forces had always been linked to relocating the Marine air base, but the plan has been bogged down as Tokyo has faced strong opposition from Okinawans over the deal.

    In a policy shift, Washington is now prepared to pull out more than half the troops to Guam while awaiting progress on the base relocation, officials said.

    "What we're looking to do is de-link the movement of forces to Guam and the Futenma replacement facility," one defense official said.

    By scaling back the US military footprint, "it will reduce some of the stress" on Okinawa, said the official, who spoke on condition of anonymity.

    The earlier transfer to Guam was first reported in Japanese media. But US defense officials and military officers could not confirm reports in Japan saying the remaining 3,300 Marines in Japan would be redeployed to other countries in Asia.

    A Pentagon spokeswoman, Commander Leslie Hullryde, declined to confirm if an announcement on a troop transfer was imminent but said the United States and Japan are "continuously looking for more efficient and effective ways to achieve the goals of the Realignment Road Map."

    She said the US government "remains committed to enhancing the US-Japan Alliance and strengthening operational capabilities while significantly reducing the impact of US bases on the Okinawan people."

    Many Okinawans, angry at having for decades shouldered the burden of hosting more than half of the 50,000 US troops stationed in Japan, oppose the plan which would relocate the US base to another part of the island.

    According to Japanese media, the possible transfer of Marines to Guam may compromise Tokyo's position because Japanese government officials had used it as leverage to convince Okinawa to accept the base relocation.

        japan has a huge and modern army. it is for the purpose of defensive role. but it nonetheless have one of the most advance armed forces in the world. it has re-armed itself with the permission of the US back in the cold war, and has made hundreds of revisions of its constitution. they even have a bloody carrier in their navy! japan is not to be underestimated.

      Some should be stationed in the Philippines. The Philippines has a better economy during the presence of the American bases. It is an assurance for our import/export of Philippine products.

        our country is actually earning more with the bases converted as economic zones. an example would be the fact that philippines is the 4th largest shipbuilder in the world because of foreign investments in the former subic base.

        There is no relation between stationing troops or reestablishing the bases here and our export/import expectations, except in creating a localized boom in the host town's business and industry, If one can just research Philippine economy and American foreign policy towards the Philippine Islands since the turn of the century, the "assurance" you are referring to is best termed "wishful thinking"

      As a former US military officer who had some deployments abroad, as seen from the other side of the fence I can say that overall, the positive gains in jobs, a defense treaties and base rental income is still not worth the terrible impact that tens of thousands of young teenage and twenty year old male American youths would have on the Philippine society. If you could base them on BASILAN, maybe there could be cause to have an American base there. But Subic? Clark? Cebu? I'm an American, and I have adopted the Philippines and own my home here. My heart and soul is opposed to stationing soldiers on Philippine land unless they are stationed away from the centers of population, and right next to unstable areas like Basilan. Do you REALLY want to have Angeles City on Fields Avenue get more crowded? No. You can have great relations, plus a defense treaty with the USA without importing it's troops here. Again.

      japan doesn't need the presence of the US army with regards to their defense. they already have a powerful "defensive" army. a defensive army that has huge and powerful naval fleet made up of advanced copies of american destroyers, an airforce that may soon be armed F22 raptors and an army nearly twice the size as ours with even better tanks! and they call it the japan self defense force... its overkill.
