CEBU CITY, Cebu (PNA) - The Philippine Association of Water Districts (PAWD), which is currently holding its 33rd national convention in Cebu, said it will prepare its opposition to Senate Bill 2997 or the pro-posed Water Reform Act of 2011.
The PAWD believes the bill will result to the disbanding of water districts in the country.
The bill, authored by Sen. Edgardo Angara, seeks to effect changes in the water supply and sanitation industry.
It also proposes the organization of provincial water resource zones to be operated by water service provid-ers.
Past PAWD president Nestor Villarin said the organization (PAWD) was not consulted when the bill was crafted.
''We believe we in the PAWD are in a better position to put up solutions,'' he said.
The PAWD is pledging to continue programs to rehabilitate the country's degraded watersheds and support the national government's reforestation efforts.
A watershed is a natural land formation system that includes a rainwater catchment basin and a river or rivers. It feeds surface water and groundwater aquifers.
