2 Cebu legislators elected House deputy speakers

TWO Cebu lawmakers have been elected deputy speakers of the House of Representatives in the 19th Congress, auguring well for the delivery of services to Cebuanos.

Rep. Raymond Democrito Mendoza (Party-List, Trade Union Congress of the Philippines) took his oath before House Speaker Ferdinand Martin Romualdez last July 26, while Rep. Vincent Franco “Duke” Frasco (Cebu, fifth district) took his oath on July 27.

Mendoza and Frasco are now among the second highest-ranking officials of the Lower House who may assume the role of the House Speaker when the latter is absent.

Frasco was happy with the general support and trust he received from his fellow congressmen.

In an interview with Superbalita Cebu on Thursday, July 28, 2022, Frasco also said: “I think one of the main advantages will be to be able to carry the voice of the Cebuanos, the people of Sugbo to the Congress on our projects and our programs that should be funded and implemented.”

Frasco already filed 10 bills when the 19th Congress opened on July 1, 2022.

Among them are House Bill (HB) 100 on the setting up of dialysis clinics in national, regional and provincial hospitals, and the provision of free dialysis treatments to patients in need; and HB 101 that seeks an increase in the wages and benefits of barangay health workers and the implementation of the Community Health Worker Education and Training Program.

He committed to help the congressmen in the various districts of Cebu get the appropriate programs and projects from the national government that can improve the lives of their constituents.

Cebu has 11 congressional districts, including the two in Cebu City and the lone districts of Mandaue City and Lapu-Lapu City.

Frasco is the fourth member of the Garcia clan to clinch the deputy speaker post.

“I’m also very quite honored that I think I’m the fourth in the Garcia family from the time of lolo Pabling number one, and then it was Governor Gwen. Last Congress it was Tito PJ (Pablo John Garcia) and now I have been given the opportunity to serve,” Frasco said.

Frasco is the husband of Tourism Secretary Christina Garcia Frasco, daughter of Gov. Gwendolyn Garcia.

The father of the governor and Rep. Pablo John Garcia (Cebu, third district) was Pablo “Pabling” Garcia, who was House deputy speaker in the 14th and 15th Congresses representing Cebu’s second congressional district.

Frasco began his political career as mayor of Liloan, Cebu in 2007. He has been representative of Cebu’s fifth district since 2019. (ANV / TPT, CTL)
