A Cebu City cop who was arrested previously for getting involved in illicit gambling was captured once again, this time for allegedly organizing an illegal cockfighting event.
Staff Sergeant Charlito Tinoy was arrested yesterday with his three alleged accomplices in the village of Sudlon in Lahug by members of the Philippine National Police – Integrity Monitoring and Enforcement Group (PNP – IMEG).
Tinoy was allegedly caught placing bets in the cockfight, locally known as tigbakay or tupada. Authorities alleged that the suspects, along with bettors who managed to escape arrest, failed to follow social distancing and did not wear face masks during the cockfight. Seized from the suspects were illegal gambling paraphernalia, cash used for bets, and gamecocks.
It was just three months ago when Tinoy was arrested in Lahug along with a cohort for allegedly participating in an illegal numbers game called swertres.
In a statement, PNP-IMEG chief Brigadier General Ronald Lee said, “We’re intensifying our monitoring of policemen involved in all forms of illegal activities and assure the public that we will apprehend them as soon as we have built enough evidence against them.”
Lee added that the PNP’s leadership does not tolerate its members who “continue to tarnish the good reputation and image of [the] majority of the police force.”
Several Filipinos have been arrested for participating in cockfighting since the quarantines began in March. In one incident, an irked Valenzuela City Mayor Rex Gatchalian ordered the seized gamecocks to be slaughtered and cooked to teach his constituents a lesson.
Cebu City is the only place in the country which has been placed under the strictest form of lockdown, the enhanced community quarantine. Activities such as working and mass gatherings are prohibited to curb the spread of COVID-19.
