A LOCKDOWN or an Enhanced Community Quarantine (ECQ) will take effect in the 44 municipalities and seven cities of Cebu Province at 12:01 on Monday, March 30, 2020.
This was the agreement reached by the chief executives of the province in a meeting at Capitol on Thursday, March 26, 2020.
The governor allowed enough time for the chief executives in the towns to prepare the implementation of the ECQ guidelines and also allow residents in the province, working in the city to go home.
This is also to give time to officials to distribute quarantine passes to allow a representative of each household to go out during the implementation of the lockdown to buy necessities.
During the lockdown, nobody is allowed to go out of the house except for one representative, who will be given the pass.
All establishments will be closed except for groceries, pharmacies, banks, funeral services, supermarkets, convenience stores, food chains, pharmacies, telecommunication companies, energy companies, water companies, construction, airport, seaport ug agricultural business.
Medical personnel, emergency response team, security guards, government officials and selected government employees, members of the media, airline crew, fishermen and farmers, driver and delivery boy for cargoes and supplies will be exempted from the mandatory stay-at-home policy.
All local government units were also ordered to provide a vehicle for their residents who will be going to the city to work.
The governor also ordered all companies that will continue to operate to provide a vehicle for their employees.
Garcia explained that under the lockdown, the government will provide the needs of the people, especially for food.
She said under the Covid-19 crisis, those who need most of the help will be prioritized.
"Akong giingnan ang mga mayors, let us reserve assistance for the poor and helpless, dili nga mo apil pa mong mga negosyante", Garcia said.
To ensure that each household has enough during the lockdown, quarantine passes will be distributed first.
Quarantine passes only work within the jurisdiction for LGUs and it is free.
Aside from the 24-hour curfew for everybody, drinking outside the house is no longer allowed. (Arvie N. Veloso)
