THE Cebu City Council approved the first supplemental budget (SB1) for 2020 amounting to P55 million during its regular session on Wednesday, March 4.
The bulk of the amount will cover the bonus given to City Hall employees when the City celebrated its 83rd Charter Day on Feb. 24.
Based on the ordinance authored by City Councilor Raymond Alvin Garcia, the amount was sourced from the City’s P20-billion savings.
Garcia said around 5,000 casual and regular employees of City Hall will receive P10,000 each.
Local Budget Circular 65 of the Department of Budget and Management, dated March 3, 1997, provides guidelines on the granting of an anniversary bonus in the local government.
Item 4.3 of the circular’s rules and regulations states: “The anniversary bonus herein authorized shall be granted only during milestone years which refers to the 15th anniversary and to every fifth year thereafter of the founding of the local government unit (LGU).”
Item 4.3.1 provides that “officials and employees may be granted anniversary bonus only if the LGU where they are employed has been in existence for at least 15 years and has not yet granted any anniversary bonus prior to the effectivity of Executive Order 316 and have rendered at least one year service in the same LGU as of the date of the milestone year.”
Among the recipients of the Charter Day bonus are the mayor, vice mayor, the 18 city councilors, department heads and other staff, including those who hold the lowest regular and casual positions.
Garcia said the ordinance should take effect as soon as it is approved and funds should be released as soon as possible. (JJL)
