Chan orders joint distribution of cash aid

LAPU-LAPU City Mayor Junard “Ahong” Chan has decided that the P5,000 cash assistance from the City for Typhoon Odette (Rai) victims will be distributed by both the City Social Welfare and Development Office (CSWDO) and barangay officials.

In a Facebook post Tuesday, Jan. 4, 2021, Chan said both the CSWDO and barangay officials will conduct a house-to-house assessment to avoid biases.

“Para fair gyud ug para wala nay issue, ato nang gimandoan ang mga sakop sa CSWDO ug tanang mga opisyales sa barangay nga magdungan sila sa pagdistribute sa P5,000 nga ayuda (So that it will be fair and there will be no issues, I ordered the members of CSWDO and all officials of the barangay to go together when they distribute the P5,000 aid),” said Chan.

The mayor added they are doing this so that the financial assistance will be released immediately to those affected by Typhoon Odette.

“Nganong ato pa man paantuson ang katawhang Oponganon nga nakita naman nato ang kapait ug kalisud nga ilang nasinati (Why should we make Oponganons suffer when we already see the misery and hardship that they are experiencing),” said Chan.

Chan initially wanted the CSWDO to solely distribute the cash aid contrary to the City Council’s plan to download the money directly to the barangays.

Opposition Councilor Michael Dignos told SunStar Cebu Tuesday, Jan. 4, that this would not be the problem as long as it will be the barangay officials who will lead the distributions.

The City Council approved on Dec. 28, 2021, the Annual Investment Plan that includes a P302 million budget for the financial assistance of Odette-hit families. Chan said only P236 million can be utilized under Maintenance and Other Operating Expenses.

However, Dignos said the remaining P66 million can be utilized for financial assistance as stated in the Department of the Interior and Local Government and the Department of Budget and Management Joint Memorandum Circular (JMC) Number 1 series of 2020.

“I asked the budget officer and accountant to again read the JMC number 1 series of 2020,” said Dignos in Cebuano.

Dignos added they are still waiting for the mayor to sign the ordinance for the financial assistance together with the Annual Investment Plan and Supplemental Budget.
