Consolacion council approves proposal institutionalizing Peso

THE town of Consolacion in northern Cebu will soon have an institutionalized Public Employment Service Office (Peso) after the proposed ordinance requesting such was approved on third and final reading.

Councilor Leo Napuli, author of the ordinance, told SunStar Cebu on Thursday, November 24, 2022, that the proposal was approved on November 17 during their regular session.

Napuli, who holds the Labor and Employment and Human Resource and Development Committee, said he created this ordinance to ensure quick, timely, and orderly delivery of employment services for all job seekers in the town.

He said Consolacion already has an existing employment office but it was not adopted by the Municipal Government, as “its powers, functions and staffing pattern are not well defined.”

He said that based on the assessment of the current situation, there are insufficient measures to create livelihood activities or coordinate with those employment agencies that can provide job opportunities because there is no designated official department for it.

Under the proposal, the municipal Peso will provide employment opportunities for all residents of Consolacion; strengthen the existing municipal employment facilitation service machinery, particularly at the barangay level; and provide a venue where job seekers can explore various employment options and seek the type of assistance they prefer, among others.

The department would also be in charge of prequalification and screening of job applicants, data banking for job seekers and employers (both local and overseas), job matching services for local and overseas employment, and conducting periodic job fairs within the municipality.

Napuli said the soon-to-be-established department would need at least four plantilla (permanent) positions. There would be one Peso manager (salary grade 24), employment officer (salary grade 11), labor and employment assistant (salary grade 8), and admin aide III (salary grade 3).

He said hiring would immediately resume once the Provincial Board approves, but as early as now, interested applicants may inquire at the Municipal Human Resource Office.

“We would also need JOs (job order employees), but the number of people would depend on the LCE's (local chief executive) discretion,” said Napuli.

He added that if the proposed ordinance is already implemented, more work opportunities will be given in Consolacion because there is an official sector that can focus on it.

Section 3 of Republic Act (RA) 8759, as amended by RA 10691, otherwise known as “Public Employment Service Office Act of 1999,” provides for the establishment of a Peso, which shall be operated and maintained by local government units.
