Cosap helps freed inmates

THE Cebu City Office of Substance Abuse Prevention (Cosap) is strengthening the barangay community-based rehabilitation program to accommodate persons deprived of liberty (PDLs) from the Cebu City Jail who were released after availing themselves of the plea bargaining agreement.

According to Cosap officer-in-charge Jonah John Rodriguez, 897 PDLs are under the We Care Program, Cosap’s out-patient rehabilitation program, where they undergo seminars of religious aspect every day.

PDLs who complete the six-month program are issued a certificate of completion and endorsed to the Department of Social Welfare Services for another six months of aftercare, he said.

In those six months, PDLs will undergo regular surprise drug tests. If they test positive for illegal drugs, one month will be added to their rehabilitation, he said.

If they test positive thrice, they may be sent back to jail or go back to day one of the program depending on the court decision, Rodriguez said. (JJL)
