DPWH secures P13 million for repairs of unfinished road project in Mandaue

THE Department of Public Works and Highways in Central Visayas (DPWH 7) has secured funding for the repair of the unfinished road project near the Marcelo Fernan Bridge along UN Avenue in Mandaue City.

DPWH 7 Planning and Design Division Chief Nonato Paylado said Tuesday, Dec. 6, 2022, that their central office has allocated P13 million for the repair of the dilapidated road.

The agency will conduct a public bidding and the winning contractor will carry out the repair.

Paylado, an engineer, said the DPWH 7 can only do repair works since the entire road project is still under court litigation.

According to the DPWH 7’s legal division, the agency is allowed to conduct repairs since the status of the road has already caused inconvenience to the riding public, said Paylado.

The bidding for the repair which includes leveling works, asphalting and temporary drainage is scheduled on Dec. 20, he added.

Paylado said there is a need to construct a temporary drainage system in the area to address the problem of flooding during downpours.

Since the stoppage of the project sometime in 2019, Paylado said that the progress of the construction is still at 28 percent.

Last Nov. 14, Cebu Gov. Gwendolyn Garcia said she would file a case against officials of DPWH 7 if they continue to delay the road rehabilitation project.

“I think the main concern of the governor, if I am not mistaken, is really to improve that particular dilapidated section because it is giving inconvenience to the traveling public, that is what we are doing now,” said Paylado.

In 2019, the DPWH 7 terminated its contract with the Leyte-based BM Marketing after the former learned that the contractor had allegedly falsified its track record.

The government agency initiated the termination of the contract just as the contractor was in the middle of initiating the P711.8-million underpass and road widening project on UN Avenue that should have been completed on Aug. 24, 2020.

According to Paylado, once the contract for the repairs will be awarded to the winning bidder, the civil works will take at least a month. (IRT)
