DSWD to public: Be brave, report abuse cases

AN OFFICIAL of the Department of Social Welfare and Development (DSWD) 7 urged the public to be brave and vigilant in reporting abuse cases, particularly among women and children, as many are still afraid to do so.

Ligaya Dael, head of House for Girls (HFG) 7, a DSWD temporary residential facility for abused girls from seven to 17 years of age, told SunStar Cebu on Friday, Oct. 28, 2022, that despite the government’s programs to battle against abuse, many are still scared to report abuse cases they witness.

Dael assured the public that the identity of those who reported the ill treatment would be protected. She encouraged people to help, especially children who escaped from their abusive lives.

In a separate interview, DSWD 7 Director Shalaine Lucero said the agency has at least three centers, including HFG in Cebu, that focus on rehabilitation and rescue of abuse victims.

The other two are the Regional Rehabilitation Center for Youth for children in conflict with the law and the Regional Haven for Women for abused women.

Lucero also mentioned some of DSWD’s programs for abuse victims, which include social services, psychological/psychiatric services and education through the alternative learning system, among others.

But Lucero could not say if they have received reports of abuse cases recently.

It was stated earlier in a data from the Regional Women and Children’s Protection Desk of the Police Regional Office 7 that cases of violence against women and children in Central Visayas dropped to 629 from January to March this year compared to the 1,769 cases in the same period in 2021.

Also on Friday, the HFG 7 celebrated its 28th anniversary with the theme “Care for the Earth means Care for the Children,” where it showcased items made by their beneficiaries from recyclable materials.

Lucero and Dael, together with other DSWD 7 officials, led the celebration filled with dance performances, awarding and other activities. Among the participants were 25 HFG beneficiaries who are victims of sexual abuse and human trafficking.
