E-trike driver, passenger die in road mishap

AN E-TRIKE driver and his passenger died in a road accident at the corner of M.J. Cuenco Avenue and T. Padilla Street, Cebu City on Monday morning, August 1, 2022.

Generoso Rosas Paca, 61, the driver of electric tricycle (e-trike) from Barangay Ermita, did not reach the Cebu City Medical Center (CCMC) alive.

His passenger, Felipa Maurin, 68, of Barangay T. Padilla, was transferred from CCMC to a private hospital but later on expired.

According to Police Major Efren Diaz, chief of Parian Police Station, the Toyota GL Grandia (SLD 570) van owned by the Philippine Health Insurance Corporation (Philhealth) and driven by Alberto Mobe Anadon, 47, of Sitio Kalumbuyan, Barangay Buhisan, Cebu City, hit Paca along the intersection of M.J. Cuenco Avenue and T. Padilla Street around 6 a.m. Monday, while the latter was about to turn left.

Due to the impact, Paca and Maurin were thrown off the e-trike, which was also hit by the Mitsubishi L300 FB type vehicle driven by Argie Pilet Completado, 39, of Barangay Canaocanao, Tabogon town in northern Cebu, behind them.

The Cebu City Transportation Office (CCTO) has always been reminding electric tricycle (e-trike) drivers not to pass through major thoroughfares in the city but their pleas fell on deaf ears.

Aside from that, there is also a joint memorandum circular 2017-001 by the Department of Transportation and the Department of the Interior and Local Government prohibiting all tricycle drivers all over the country from plying the national roads.

But in this case, it turned out that Andon was at fault, and not the e-trike driver.

Andon, who was temporarily held at the Parian Police Station, said he was driving straight ahead towards south along the M.J. Cuenco-T. Padilla intersection as the traffic light was on a go signal.

But Diaz said that based on their investigation, the driver of the van was the one at fault as he encroached on the opposite lane hitting the e-trike in the process.

“According sa driver green pa daw yung light, dire-diretso lang sya pero kung sa investigation namin pumasok man sya sa kaliwang linya ng daan, so nangawat syag linya. Kung makikita mo sa picture sa sketch na ginawa ng traffic pasok sya sa kabilang linya. Kung titingnan natin sa angulo ng imbestigasyon namin na ang may kasalanan is itong driver ng Hi-ace Grandia,” Diaz said.

Andon will be facing charges of reckless imprudence resulting in homicide, physical injuries and multiple damage to property.

Diaz said the police will file a case against Andon if the family of the victims will not cooperate in the investigation.

“Magpa-file kami ng complaint for reckless imprudence resulting in homicide, physical injuries and multiple damage to property, so we're just waiting for the relatives ni Paca at ni Maurin pero kung di sila pupunta (but if they will not come) we will stand as a complainant,” said Diaz. (AYB, TPT)
