THE Cebu City Council passed 29 ordinances and 2,270 resolutions between July 2019 and July 2020.
Councilor Raymond Alvin Garcia authored the most number of ordinances (13) and resolutions (1,012) and passed the most number of committee reports (134).
Garcia chairs the committees on laws, ordinances and styling; housing; agriculture and rural development; and budget and finance.
Six of his approved ordinances were on the supplemental budget.
He also authored ordinances that extended the validity of the business permit to two years and the tax payment until July while the city is under strict community quarantine.
He also authored an ordinance to raise the business tax rate of banks and other financial institutions.
Councilor Lea Japson authored five approved ordinances that included institutionalizing the City’s annual mass wedding, amending the ordinance granting P12,000 cash aid annually to persons with disability and regulating the use of words in signages, among others.
Councilors Eugenio Gabuya Jr. and Alvin Dizon authored four approved ordinances each.
Dizon authored the ordinance institutionalizing the off-site session and an ordinance providing for infant-friendly facilities in public and private establishments and the ordinance prohibiting the use of foam food containers and single-use plastics in all public events in the city.
Dizon, Japson and Councilor Dave Tumulak, authored the localization of Safe Spaces Act.
Ordinances providing incentives for solo parents were also authored by Dizon, Japson, and Councilor Eduardo Rama Jr.
Gabuya, meanwhile, authored an ordinance granting franchise to the Mahayahay cockpit in Barangay Sawang Calero, an ordinance institutionalizing every first week of June as Cebu City Environment Week and an ordinance institutionalizing grassroots sports development programs.
Councilor Raul Alcoseba authored an ordinance providing for annual free school supplies to public elementary school students, while Councilor Nestor Archival authored an ordinance adding every Friday to the no use of single-use plastics policy.
Councilor Renato Osmeña Jr. authored the ordinance amending the Cebu City Market Code of 2017, while he, Garcia, Councilors Joel Garganera, Donaldo Hontiveros, Eduardo Rama Jr., Niña Mabatid, Phillip Zafra and the late councilor Antonio Cuenco authored a joint ordinance for the 2020 annual budget.
Tumulak also authored the protection for frontliners ordinances.
As for number of resolutions, Zafra followed Garcia with the most number of filed resolutions with 199. Next is Hontiveros with 147 filed resolutions. followed by Dizon with 120, Tumulak with 118 and Gabuya with 113.
For the number of privilege speech delivered, Vice Mayor Michael Rama and the late Cuenco had the most with seven each followed by Archival with four privilege speeches.
The City Council is composed of Vice Mayor Michael Rama as the presiding officer, the 16 elected city councilors and two ex-officio members: Association of Barangay Councils president and Kasambagan Barangay Captain Franklyn Ong and Sangguniang Kabataan Federation president Jessica Resch. (JJL)
