Hedcor Operates Benguet Power Plant

MANILA, Philippines --- A subsidiary of the Aboitiz group, Hedcor Inc., has been granted certificate of compliance (CoC) that effectively gives it the license to continually operate the 3.8968-megawatt Irisan 1 hydroelectric power plant in Tuba, Benguet.

The Energy Regulatory Commission (ERC) has announced that the company's CoC was formally issued last May 14 and will be valid for five years.

The industry regulator has indicated that the entire output of the Irisan 1 hydropower facility will be fed to the Luzon grid via the 69-kilovolt Aguyad main substation of the National Grid Corporation of the Philippines.

The generated capacity, it added, "will be sold to distribution utilities and other qualified buyers through bidding in the Wholesale Electricity Spot Market."

ERC chairperson Zenaida G. Cruz-Ducut expects that the plant "will fortify the generation capacity of the country and can preempt events where power demand out-shadows supply."

She reiterated that the regulatory body has been rigorous in its assessment and re-evaluation of power plant operations before granting their COCs.

A COC is a legal requirement that must be secured by power operators with the industry regulator before setting their respective generation facilities into commercial operation.

It technically certifies that "the owner of the generation facility is compliant to the cross-ownership and market share limitations periodically set by the ERC to safeguard electricity consumers from abuse of market power by the market participants."

In granting the CoC, the regulator has scrutinized the operational performance of HEDCOR and the advantages of having the plant's generated output contribute to the main grid's supply.

It similarly took note of the extensive experience of the company in the development and operation of hydropower projects, which is a renewable energy resource.
