THE Department of Education (DepEd) Cebu City Division is asking City Hall to raise the salary of or provide additional benefits to the 480 contractual and part-time teachers in night high schools.
Cebu City School’s Division Superintendent Rhea Mar Angtud said the 350 contractual and 130 part-time teachers in the 26 night high schools receive a minimal amount for their services compared to their counterparts who are regulars.
According to a comparative report submitted by Angtud to the Local School Board (LSB), contractual and part-time teachers in night high schools receive P100 per hour. They work six hours a day, which means they receive P12,000 per month.
On the other hand, a Teacher 1 receives P19,099 a month for also working six hours a day.
As to their benefits, the contractual and part-time teachers in night high schools don’t have any. They also don’t get paid if they don’t work.
A Teacher 1, on the other hand, receives P40,000 worth of financial allowances and benefits a year.
These include the 13th month pay worth P17,099, Christmas bonus worth P5,000, uniform allowance worth P5,000, chalk allowance amounting to P500, productivity bonus amounting to P2,000, yearend bonus worth P10,000 and the monthly cost of living allowance from the City worth P1,111.

The Teacher 1 is also covered by health care, government pensions, and is paid during holidays, Christmas and summer vacations.
“It is proposed that the honorarium of contractual teachers be increased or that they will receive additional benefits,” Angtud said.
Angtud said they will discuss the matter further during the LSB’s meeting next week.
The City has been shouldering the salaries of the night high school teachers when the program started in 1995.
The teachers used to receive P50 per hour. In 2010, this was raised to P70 until it was raised to P100 last year.
