House to start CJ Sereno impeachment hearing

MANILA, Philippines — The House committee on justice will start the hearing on Wednesday regarding the impeachment complaint against Chief Justice Maria Lourdes Sereno.

Invited to the hearing are Sereno and the complainant, Atty. Larry Gadon.

According to Gadon, Sereno and he will be treated as resource persons just like in an ordinary hearing or investigation.

“They are only allowed to consult their lawyers. But their lawyers, themselves are not allowed to speak during the hearing,” he added.

Gadon added, that there is no difference from the preliminary investigation of the fiscal where the evidence is investigated fast.

He said, they are only looking into the probable cause and not the full merit of the complaint so the hearing should not last long.

Even though the cross-examination is allowed by the regulations of the Lower House, the questioning of resource persons and congressmen are limited.

“If I am the complainant, I can only ask questions. The respondent, as well, can only ask questions. It cannot be done through our lawyers,” said Gadon.

“I am curious why they insist on conducting this direct and cross-examination during the determination of probable cause,” he added.

Gadon said the cross-examination should be done in the impeachment trial in the Senate that was being pushed by Sereno’s lawyers. — Roderick Mendoza | UNTV News & Rescue
