IBP Cebu City urges public to help locate lawyer’s assailants

MEMBERS of the Integrated Bar of the Philippines (IBP) Cebu City Chapter have urged the public to help locate the suspects in the shooting of Cebu Port Authority lawyer Karen Quiñanola-Gonzales.

The Mandaue City Police Office (MCPO) has already identified one of the two suspects—Richard Basalo Delibo, 42, of Sitio Mahogany, Barangay Uling, City of Naga.

The other suspect is still unidentified.

Gonzales was driving a car with her 19-year-old son when they were attacked along Hernan Cortes St. in Barangay Banilad, Mandaue City around 10 p.m. last Sept. 1.


IBP Cebu City Chapter president Michelle Mendez-Palmares asked the public to report to the police any sighting of Delibo, or help provide information that would lead to his arrest and also the identification of the other suspect.

Palmares said through the public’s help, it will be easier to achieve justice for Gonzales.

According to the witness, Delibo was a former swimming coach who was the subject of several complaints from his clients for illegally terminating the contracts signed for his swimming lessons.

Delibo reportedly terminated the contracts after receiving the complete payment.


Lt. Col. Franco Rudolf Oriol, MCPO deputy director for operation and spokesperson, said Gonzales happened to handle two of Delibo’s cases filed by one of his victims, which were estafa and violations of Republic Act 7610, or the “Special Protection of Children Against Abuse, Exploitation, and Discrimination Act.”

Oriol said the cases encouraged more of Delibo’s victims to come out and file complaints against him, leading to the issuance of an arrest warrant against the swimming coach in 2021.

Delibo, however, was able to post bail for his temporary liberty. (TPT)
