SINGAPORE — A Singapore Police Force (SPF) full-time National Serviceman attached to the Home Team Academy trespassed into the bunks of three female trainees and laid out their undergarments on their beds.
Ivan Toh Wei Hong, 22, was jailed for a week on Tuesday (12 October) after he pleaded guilty to one count of trespass and one count of theft, with another count of trespassing into another two victims’ bunk taken into consideration.
“He claimed that he did so because he had recently broken up with his girlfriend and was feeling angry," said Deputy Public Prosecutor Chong Yong.
Alluding to the undergarments, which were seized as evidence, DPP Chong added, “(The victims) do not want the items back, somewhat unsurprisingly.”
Facts of the case
At the time of the offences, Toh was attached to the Home Team Academy at Old Choa Chu Kang Road as a company support officer.
On 22 March, Toh had been tasked with escorting a contractor to check on the condition of the wall fans in the bunks of a block which housed SPF trainees.
At about 10.52am, Toh and the contractor entered some bunks which the trainees used as their study room and bedroom. One of the SPF trainees was a 23-year-old woman, who had left a powerbank and cable on her study table before leaving for her training activities.
Toh spotted the powerbank and cable on the study table and stole the objects. He was captured on CCTV footage leaving the bunks with the items.
When the woman returned to her bunk later that evening, she was unable to find her belongings. She reported the matter to her course manager, who conducted investigations and lodged a police report.
The powerbank and cable, which were worth a total of $33.49, were eventually recovered from Toh, who admitted to stealing them.
Fiddled with undergarments
The next day, while escorting contractors to repair the fans in some bunks, Toh trespassed into another bunk to annoy the victim, another 23-year-old female SPF trainee.
He removed the victim’s undergarments, a bra and a pair of panties, from her unlocked cupboard and laid them out on her bed. He placed the bra near the head of the bed and the panties closer to the foot of the bed. He did the same to two other female trainees.
Toh then left. When the victim returned, she was shocked to find her undergarments laid out on her bed. She reported the matter to her course manager, who alerted the police.
In mitigation, Toh apologised for his offence and said he would not repeat his mistakes. He asked for “another chance to be a better person”.
