LTO fines 3 Cebu DES branches P100,000 each

THE Land Transportation Office (LTO) penalized three Cebu branches of motorcycle dealer Des Strong Motors Inc. a fine of P100,000 each for violating Republic Act 4136 or the Land Transportation and Traffic Code.

These branches are in Danao City; Looc, Danao City; and Toledo.

In three separate decisions signed by LTO Assistant Secretary Edgar Galvante and issued together on February 24, 2021, LTO found that the three branches committed the same violations:

  • Release of an unregistered motorcycle

  • Failure to register the motorcycle unit within seven days after the date of sale

  • Commission of fraud and misrepresentation in the filing of the application and its operations, including stock and sales reporting

LTO concluded these violations after three separate incidents:

  • On Feb. 27, 2020, Kirk Gregor Alarin was apprehended for having no plate attached to his motorcycle unit and failure to carry a certificate of registration. His unit was acquired from Des Strong Motors Inc., Looc, Danao City branch.

  • On March 4, 2020, Aileen Tangalan was apprehended for the same violations. Her unit was acquired from the Danao City branch.

  • On March 4, 2020, Nick Salaritan was also apprehended for the same violations. His unit was acquired from the Toledo branch.

LTO 7 sent a show-cause order to Dr. Silvestre Lumapas Jr., president of Des Strong Motors Inc. and Engr. Carl Ryan Lim, president of Des Marketing Inc. LTO said that only Lumapas did not reply.

Apart from the fine, LTO also warned that repeating the same violations “shall be dealt with more severely.” (NRC/With PR)
