Mandaue City Police Office names new chief

THE Mandaue City Police Office (MCPO) now has a new acting chief.

Police Colonel Jeffrey T. Caballes replaced outgoing MCPO director Police Colonel Roland Bulalacao as per the directive of the Police Regional Office in Central Visayas (PRO 7) effective Wednesday, August 3, 2022.

Caballes, a member of the Philippine National Police Academy (PNPA)’s Tanglaw Lahi class of 1999, was formerly the chief of PRO 7’s Regional Operations Division (ROD) from 2020 to 2022 before he was appointed to MCPO. He also served as head of PRO 7’s Headquarters Service Unit in May of this year.

In 2018, Caballes served for a year as chief of police in Bogo City, northern Cebu. The following year, he served as chief of PRO 7’s Regional Information, Communication and Technology Management Division.

He is also the older brother of Talisay City Police Station chief Lieutenant Colonel Randy Caballes.

In a statement posted on PRO 7’s official Facebook page, Caballes formally received his marching orders during a turnover ceremony at MCPO’s headquarters in Camp Demetrio Mendoza Cortes in Barangay Centro on Wednesday, August 3, 2022.

Mandaue City Mayor Jonas Cortes and other city officials were present during the turnover ceremony.

Aside from welcoming Caballes to his city, Cortes thanked Bulalacao and cited his efforts in maintaining Mandaue’s low crime rate.

According to MCPO’s statistics, the city had only 16 crimes recorded last July and was ranked the top-performing police office in Crime Solution Efficiency in Central Visayas for 2021 with 96.11 percent.

Cortes assured his full support for Caballes and looked forward to future collaborations and joint endeavors with the MCPO.

Great honor

In his speech, Bulalacao said it was a “great honor” to serve as MCPO's city director from June 2021 until August 1.

"Everything has its own time. My time in Mandaue City is as over as your city director but not as a comrade and friend. Together we had fought a good fight, and we will continue as one," Bulalacao added.

Following his stint in MCPO, Bulalacao will serve as head of the PRO 7’s ROD, Caballes’ old post.

Caballes commended Bulalacao for his service to the MCPO, calling it "a job well done."

He promised to continue implementing effective programs for the good of the MCPO, especially for their constituents. (HIC, AYB)
