MCWD suspends water extraction from fire hydrants

LOCAL government units and other entities can no longer extract water from fire hydrants unless there’s a fire.

The Metropolitan Cebu Water District (MCWD) Board of Directors issued a resolution directing acting general manager Stephen Yee to only allow the Bureau of Fire Protection to extract water from fire hydrants or any MCWD facility.

The purpose of this is to closely monitor and review the system and procedures and implement various programs aimed at reducing the water district’s non-revenue water (NRW), the MCWD said in a statement sent to SunStar Cebu on Tuesday, September 20, 2022.

NRW is water that is produced but does not reach consumers and does not translate into revenues.

Among the factors that cause NRW to increase are leaks, pilferage, water used in firefighting and unbilled water extraction.

High levels of NRW are detrimental to the financial viability of the water district.

The Commission on Audit, in its 2021 report, recommended that MCWD must immediately implement preventive measures to reduce the NRW rate.

Aside from suspending water extraction from hydrants, the MCWD is also hiring more personnel to reduce reaction time to reports of leaking pipes and shorten the duration of leak repairs.

The water district is also implementing regular pipeline renewal and has adopted the latest technology in metering systems. (JKV, PR)
