PNP: Citizen’s arrest also applies on foreigners violating PH laws

A foreign-national tourist was caught on camera seemingly relieving himself in public inside Intramuros, Manila.

The Philippine National Police (PNP) said citizen’s arrest can be applied on foreign workers and tourists violating Philippine laws.

“Citizen arrest is enshrined in our laws at maging sino man na may makita na may paglabag sa mga batas natin maging locals o foreigners ay maaaring gawin ng ating mamamayan, (any citizen who witnesses a violation of the law, can make an arrest, whether the violator is a local or a foreigner),” PNP Spokesperson PBGen. Bernard Banac said.

Banac reminded the public that arrested individuals should be immediately turned over to authorities for investigation.

He added that safety should still be the priority especially if the violator is armed.

“Isinasaalang alang din natin ang safety ng publiko, ito ay mas makabubuti na isagawa lamang ng mga otoridad, (We are also concerned about the public’s safety, this will be better resolved by authorities),” according to the PNP official.

Banac also warned foreigners to abide and respect the country’s laws.

The PNP made the statement following incidents concerning foreign nationals. These include the foreign tourist who was photographed allegedly defecating in public inside Intramuros, Manila and another four Asian-looking foreigners urinating along Ayala Avenue.—AAC (with reports from Lea Ylagan)
