Norzagaray Police deputy chief arrested for using detainee as personal driver

The Philippine National Police Integrity Monitoring and Enforcement Group (PNP-IMEG) operatives on Saturday (March 7) arrested the deputy chief of the Norzagaray Municipal Police Station in Bulacan for using a detainee as his personal driver, according to a statement released by the PNP-IMEG.

PNP-IMEG director, Colonel Ronald O. Lee said they have already reported the matter to PNP Chief, General Archie Francisco F. Gamboa, identifying the official as Captain Wilfredo Dizon Jr.

In the statement, Lee further said that they have also arrested Resty Cabacang, a 49-year old resident of Sapang Palay, San Jose del Monte City who was supposed to be detained at the local police detention facility on charges of serious physical injuries.

Lee added that a team of officers from the PNP-IMEG, together with the members of the PNP Special Action Force’s 82nd Special Action Company and the Bulacan Police Provincial Office’s Provincial Intelligence Branch under Col. Lawrence B. Cajipe intercepted the vehicle that was driven by Cabacang in front of the Norzagaray police station on Friday afternoon. Dizon was seen onboard the vehicle.

“We’re conducting an accounting of prisoners in the said police station in coordination with the Bulacan police headquarters. Again, this is a grave offense which will not be tolerated by the PNP leadership,” Lee said.

The official also said that a conduct of pre-charge investigation for grave misconduct is recommended against the official. Dizon’s arrest came two days after PNP-IMEG agents apprehended Argao, Cebu police chief for “sleeping” with a detained drug offender.

In the statement, Lee said that Major Ildefonso V. Miranda Jr. was found sleeping and presumably having sexual relationship with a young woman who is locked up for violation of Republic Act 9165 or the Comprehensive Dangerous Drugs Act of 2002.

Another female detainee who was said to be acting as De Guzman’s assistant, was also found sleeping inside the office of the police chief.

“The female inmate and another fellow are supposed to be locked up at the police jail, not sleeping at the room of the police station commander,” said Lee.

Lee recommended to Police Regional Office 7 director, Brigadier General Albert Ignatius D. Ferro the conduct of summary dismissal proceedings against the erring police officer.

Lee added that the PNP-IMEG Visayas Field Unit placed Miranda under surveillance amid reports that female detainees were staying and sleeping inside his office in gross violation of police procedures.

Lee said that the two police officials will be charged for violating Republic Act 3019 or the Anti-Graft and Corrupt Practices Act, Direct Bribery and violation of Article 156 of the Revised Penal Code which refers to the ‘Delivery of Prisoners from Jail.’ —/mbmf
