Police officer Edgardo Cariaso remains in critical condition after shooting incident on November 8

QUEZON CITY, Philippines – A Police Internal Affairs officer is critical at a hospital after a gunman surprised him as he alighted his vehicle along Kaliraya Street in Barangay Tatalon on the evening of Thursday (November 8).

The victim, identified as PSupt. Edgardo Cariaso is a member of the Philippine National Police Internal Affairs Service (PNP-IAS) Planning and Research Division.

In a CCTV footage recovered near the crime site, Cariaso was seen alighting his sports utility vehicle (SUV) when the gunman shot him.

According to PNP Chief Oscar Alabayalde, Cariaso is involved in illegal drugs trade who was formerly assigned in the PNP’s Drug Enforcement Unit in the Northern Police District.

“Lumalabas as per verification nasa watch list siya. Yun ang lumalabas. Its probably yung watch list hindi natin alam kung yan ay watch list ng the whole PRRD Watchlist or yung watch list don sa ano,” Albayalde said.

But Cariaso’s immediate supervisor, Atty. Alfegar Triambullo finds it difficult to believe that
IAS would accept a policeman with a bad record. He also noted that Cariaso was not even in President Rodrigo Duterte’s drugs watchlist.

“Wala akong masabi. Siya ay masipag at marunong at siya po ay nage-extra work kahit Sabado at Linggo at holiday. Nakikita ko siya dyan kasi marami akong requirement sa kanila sa ngayon dahil nga pinatibay namin ang IAS sa ngayon at siniseryoso natin itong internal cleansing,” Triambullo said.

Nevertheless, Triambullo will order an investigation to verify the information given by the PNP Chief.

The Inspector General recalled Cariaso confessed to him about three weeks before the crime that he was receiving death threats already.

“Ako din ay maraming threat kaya during the staff meeting sa mga senior officers dito ay sinasabi ko, so three weeks ago nag confide din sya kaya worry nga din sya,” Triambullo said noting that he advised Cariaso to go home early for his safety.

Cariaso is among Triambullo’s trusted police officers helping in the investigation of complaints involving scalawag policemen including the cases of around 600 cops who they ordered dismissal for various offenses. – Marje Pelayo (with reports from Lea Ylagan)
