Rainfall Inundates Philadelphia Roads Amid Flash Flood Warnings

A storm system across the mid-Atlantic region brought flash flooding to Philadelphia, Pennsylvania, on September 23.

The National Weather Service asked residents to move to higher ground and avoid driving through the water during the flash flood warning, in effect until 6 pm on Thursday.
