Roxas accused of tolerating 'Martial law' in Zamboanga del Norte

“The enemy is now in uniform.”
 
This is how Zamboanga del Norte Rep. Seth Frederick Jalosjos exposed alleged tactics by the Aquino government to suppress political opponents.
 
Jalosjos accused Department of Interior and Local Government (DILG) Secretary Manuel “Mar” Roxas of tolerating such strategy, insinuating the cabinet member is behind police abuses in his district.
 
In a privilege speech, the son of former Zamboanga del Norte Rep. Romeo Jalosjos named Police Superintendent Reynaldo Maclang as the one ordering abuse of police checkpoints in his province.

“Did you know that Maclang has put five mediamen and broadcasters behind bars? They are Ryan Uy, Joseph Herrera, Ferdinand Lear, Genesis Ajero, and Roy Villar,” Jalosjos said.
 
“Maclang used buy-bust operations in the tactic of arrest on these journalists. What’s worse, 169 people are languishing in jail due these buy-bust operations,” he noted.
 
Describing the report as “statistically impossible,” Jalosjos said the media practitioners were arrested for being critical against Maclang’s leadership.
 
He noted that Zamboanga del Norte became a center of extra-judicial killings since Roxas promoted Maclang to his position despite complaints of human rights violation against the police official.
 
Jalosjos added there had been 19 shooting incidents that resulted to the death of nine victims, all of these happening in Sindangan town in just a span of six months.
 
“They had been executed by rogue men in plain clothes without regard for due process. It’s hard to think that even I, a congressman, have been directly targeted by Maclang,” he emphasized.
 
He said Maclang's team violated checkpoints protocol when they flagged down his driver, illegally inspected his belongings and instructed the latter to bring the vehicle to the police headquarters.
 
Jalosjos, member of the Nacionalista Party (NP), said his driver was on his way to the airport to fetch him.
 
"Is this the new style of MAR-tial Law? These acts are in violation of the plain view doctrine… It is my constitutional right to be secured of my life, liberty and property,” he said.

Jalosjos accused Roxas of sitting on the complaints of Zamboanga del Norte Gov. Rolando Yebes who asked to reassign Maclang due various cases of torture, grave abuse of authority and grave misconduct against the police official.
 
"Mr. Secretary just told us:  'Those are serious allegations Governor' five days after, instead of investigating and suspending P/ Supt. Maclang, DILG Secretary Rocxas promoted Maclang to his current position," Jalosjos said.
 
"Mr. Speaker, I am questioning the integrity and capability of the present leadership of the DILG.  Is this a new version of dictatorship?" he said.
 
Maclang belonged to the same batch of Superintendent Hansel Marantan, who has been involved in the gruesome Atimonan killing in January 6.
 
Jalosjos said the things happening in his province are notably similar to the gruesome crimes in other places, saying “the stage is being set.”
 
“Like a game of chess, the pieces are already being set in their place. Mr. Speaker the pawns are being sacrified to lead the army to victory ensuring the crowning of the King in 2016,” he said.
 
Jalosjos accused Roxas of trying to use intimidation in seven provinces like Zamboanga del Norte, Cebu, and Lanao del Norte in order to gain control of all areas in the country before 2016 presidential polls.
 
He highlighted “the systematic demolition of seven provinces they want to control based on the killings in Quezon province and the preventive suspension against Cebu Governor Gwendolyn Garcia.
