FROM the usual face-to-face interview in conducting a census, the Philippine Statistics Authority (PSA) will now venture into the Computer-Aided Web Interview (Cawi) for the 2020 Census of Population and Housing, which will start in September 2020.
But Leopoldo Jun Alfanta Jr., chief statistical specialist of the Special Operations and Coordination Division of the PSA-Regional Statistics Services Office, said this will only be applicable to PSA employees all over the country and to employees of other government agencies.
"With the pandemic, we also have to adjust, but we cannot say this will be 100 percent online because not all households have online access,” Alfanta said.
He said by using Cawi, exposure of the trained interviewers to respondents and vice versa can be lessened.
He said the PSA board has approved a resolution that allows members of the Regional Statistics Committee and national agencies to accomplish the census questions online or opt to use a self-administered questionnaire.
He said this year's PSA census is considered a major census activity done every 10 years, as they will also be gathering and conducting inventory on the housing units and their characteristics in addition to the population characteristics.
The PSA had called on the public to be cooperative with the PSA in the conduct of this activity amid the Covid-19 pandemic.
The respondent, he said, should be a person who can provide truthful and reliable information about the household.
He said the data from the census is very important as this will be the source for policy-making of law-makers and decision-makers in designing and implementing developmental programs.
In addition to the usual data items for the questionnaire, he said they will also now be getting data on birth registration of each household member.
He said it is one of their ways to achieve 100 percent civil registration.
"This is also for us to identify how many have not been registered and where they are located," he said.
Moreover, the household's access to the internet and internet usage will also be taken. (WBS)
