I am challenging all barangay and SK chairmen to post outside their respective barangay halls their own audit report of the money they received from City Hall, courtesy of Mayor Edgardo Labella. In the early months of the Covid-19 pandemic, barangay captains received cash doleouts from City Hall ranging from P1 million, P2 million and P3 million, depending on the size of the barangay. In the latter part of the citywide lockdown, every barangay was again given P1 million and closely following it, the SK chairmen also got P1 milliom each.
Mayor Labella specifically ordered that 80 percent of the first doleout should be used to purchase food and 20 percent to secure PPEs, all for distribution to barangay residents. The second doleout, which included the SKs, should be given as additional assistance to the barangays in any form the officials may deem necessary.
For instance, on the first doleout, P3 million was appropriated to Barangays Poblacion Pardo and Camputhaw. My family and I are bona fide constituents of Poblacion Pardo. What did we get? Nothing! The same story with Barangay Camputhaw and other barangays clamoring for transparency on how their respective funds were used. This is people’s money. If this is not accounted for, give us the benefit of the doubt to conclude that this was a form of advance electioneering of the city administration for the coming 2022 polls, using public funds with impunity in the guise of emergency assistance during the Covid-19 pandemic.
